Create the illusion of neon art on paper with light and color layering

In this program, we will explore optical illusion, graphic effect, and learn a new style of art. We'll transfer pictures and turn them into 'glowing' images using color layering. Or you could create your own! 

Let's talk about optical illusion and why this works to make the images seem to glow, as well as other forms of 'glow art' from real neon and how it works to glow in the dark pigments.
